The rule, as Virginia writes it

Virginia exempts gold, silver or platinum bullion and legal tender coins under Va. Code §58.1-609.1(19). The exemption runs on a sunset the legislature extends in the budget rather than the code, which is why the codified text still reads “effective through June 30, 2025”. Item 3-5.22 of the 2026 Appropriation Act (HB30, Special Session I, ch. 1) extended it to 1 July 2028. Bullion means metal refined so its value depends on mass and purity rather than form; jewellery and works of art are excluded.
