The rule, as Pennsylvania writes it
Pennsylvania’s official taxable/exempt schedule lists “Bullion, investment metal” and “Coins, investment (numismatic coins and legal tender)” as not taxable, with no dollar threshold. Coin banks and coin holders are taxable, so accessories bought alongside bullion are not covered.
