The rule, as Ohio writes it
Ohio exempts sales of investment metal bullion and investment coins with no dollar threshold. “Investment metal bullion” is defined by reference to IRC §408(m)(3)(B), so it carries that provision’s purity standard — low-purity bullion can fall outside it. An “investment coin” is any coin composed primarily of gold, silver, platinum or palladium. The exemption was repealed and later reinstated, so older guidance found online is often wrong.

What this page cannot tell you
Whether tax is actually charged depends on the dealer, not only on where you live: a retailer collects sales tax in states where they have nexus.
Local city and county rates stack on top of any state rate shown here, and several exemptions cover investment bullion but not jewellery or collectibles sold well above melt.
