The rule, as Vermont writes it

Vermont taxes bullion. Its sales tax exemption list at 32 V.S.A. §9741 runs to dozens of categories and does not mention bullion, precious metals or investment coins anywhere. Exemption bills have been introduced — H.295 in the 2023–24 session among them — and none has been enacted, so results describing Vermont bullion as exempt are describing a bill.
