The rule, as North Carolina writes it

North Carolina exempts sales of investment metal bullion, investment coins and non-coin currency under G.S. §105-164.13(69), effective 1 July 2017, with no dollar threshold. Bullion means an elementary precious metal, smelted or refined, whose value depends on content rather than form; metal fabricated for industrial, professional or artistic use is excluded. Investment coins must be worth more than their face value.
